Timothy Leboeuf
Managing Principal
Timothy Leboeuf is the Principal of Symphony Property Management, where he leads the firm’s strategic direction, investment initiatives, and overall portfolio performance. With a strong foundation in financial analysis and risk management, Tim oversees all aspects of the business, including acquisitions, development, capital strategy, and operational execution.
Prior to forming Symphony Property Management, Tim spent nearly 15 years at M&T Bank, where he held a senior leadership role within the Treasury division. There, he led a team responsible for managing interest rate and liquidity risk, capital stress testing, and portfolio strategy for an $80 billion balance sheet.
Tim holds both a Bachelor of Science and an MBA from Canisius College and maintains industry certifications in HUD and LIHTC compliance. His leadership is defined by a disciplined, data-driven approach and a long-term commitment to value creation for partners and residents alike.

Alexandra Winner
Vice President of Operations & Development
Alexandra Winner serves as Vice President of Operations & Development at Symphony Property Management, where she oversees portfolio operations, development initiatives, and organizational growth strategies. With nearly two decades of experience, Alex brings deep expertise across market-rate, student, and mixed-use housing, as well as ground-up development and repositioning projects.
Before joining Symphony, Alex managed a portfolio of more than 2,600 units and led a team of 65 employees across Western New York. Her career includes leadership roles with nationally recognized firms such as Morgan Communities, American Campus Communities, and Morgan Properties, along with operational oversight in multiple markets across the United States.
In addition to her private-sector experience, Alex has served in municipal leadership roles, providing valuable perspective on planning and development processes. She holds a Bachelor of Arts from the University at Buffalo and is recognized for her strategic mindset, operational excellence, and people-first leadership style.
Jennifer Tripi
Regional Property Manager
Jennifer Tripi is a Regional Property Manager at Symphony Property Management, where she leads day-to-day operations across the firm’s diverse portfolio. With more than 20 years of experience in the industry, Jennifer has developed deep expertise across affordable, senior, student, and market-rate housing.
Jennifer is responsible for driving financial performance, enhancing operational consistency, and elevating the resident experience across all communities. She has played a key role in strengthening Symphony’s operational infrastructure, including the development and implementation of standardized procedures that have improved efficiency and accountability portfolio-wide.
A Certified Occupancy Specialist and LIHTC-certified professional, Jennifer combines regulatory expertise with a results-oriented approach. She is known for her ability to build strong teams, optimize performance, and foster stable, thriving communities.
Scott Krajeski
Director of Marketing
Scott leads the company's branding, digital marketing, lead generation, and corporate marketing initiatives across its multifamily portfolio. He oversees website development, reputation management, advertising strategy, and marketing programs designed to maximize occupancy, strengthen brand awareness, and support portfolio performance.
Scott brings nearly two decades of experience in multifamily housing, property management, marketing, and leasing operations. Since joining Symphony Property Management, he has played a key role in modernizing the company's marketing platform, expanding its digital presence, and spearheading the implementation of revenue management and dynamic pricing strategies that contributed to significant portfolio revenue growth. Prior to Symphony, he held leadership positions with Morgan Properties and TM Montante Development, where he managed marketing campaigns, leasing strategies, and large-scale residential portfolios throughout Western and Central New York.
Scott earned a Bachelor of Business Administration, graduating magna cum laude from Medaille University. He is recognized for his data-driven approach, strategic thinking, and commitment to enhancing both the resident experience and property performance.
Richard Starks
Accounting Manager
Richard Starks serves as Accounting Manager at Symphony Property Management, where he oversees all accounts payable functions and supports the financial operations of the firm’s portfolio. With more than 25 years of professional experience, including a background in commercial banking and on-site property management, Rich offers a uniquely comprehensive understanding of both financial systems and operational workflows.
His leadership has been instrumental in maintaining a highly efficient, fully paperless accounting environment, with a strong emphasis on accuracy, organization, and internal controls. Rich continuously identifies opportunities to streamline processes and improve financial reporting across the organization.
He holds a Bachelor of Arts in Business Administration from SUNY Fredonia and is recognized for his detail-oriented approach and commitment to operational excellence.
